I bomp into Q6 occasionally, when I get an ad from an agency in it. I
have noticed that, unlike Q4.11, if a link is missing, it doesn't tell
ya - just goes ahead and makes the eps/pdf using the lo-res rgb image
Quark uses for a placeholder.
Is there a setting I have turned to "off" or something?

That's why a good prepress operator always checks the links first thing.
Then you don't make those dumb mistakes.
It's a simple command key away but...
My quark warns me, I wonder why yours doesn't? |

Dunno about V6, but in V4.11 there's a setting to turn on/off auto
picture import.
Edit->Preferences->Document
General
If Auto Picture Import is Off, Quark won't tell you if there are
missing links when you open the document. If you change that setting
with a document open, it only affects that document. If you change it
with no document open, it affects all future documents you create.
